How many troops were in Afghanistan before?

the surge? 0bama acts as if bringing home 10k somehow means the end of our occupation, but didn't we have 30k+ troops in Afghanistan before we sent in the additional 30k troops? If the surge is over, why not bring home the entire 30k?
