Does it waste energy if I keep my computer cord plugged in?

Alright, so I have a surge protector hooked up to an outlet, and I turned the surge protector on because there is a lamp plugged into it and I can turn the lamp on when the surge protector is "ON". I have my computer cord for my laptop plugged into the surge protector, but does having the surge protector "ON" waste energy if the laptop cord is not connected to a laptop?
