How many ACs can I run with this generator?

It's a 7,000 W, with 8750 starting wattage. The manual tells me a window AC uses 1200 running watts and 3600 surge watts. Do I need to worry about the surge watts ONLY at start up, or does the AC surge that much every time the compressor kicks in?
